好き嫌いやＹＥＳ、ＮＯなど、素直な気持ちをハッキリ言えない世の中はおかしい。
世の仕組みを変えるには自主的な自覚、革命的な生気が求められる。人間が本来持
つであろう「よりよく生きる」能力を遮っているものは何だ？ アートにその答えはなくとも、個々の意識を変えたり、問いをあぶり出すことはできるかもしれない。
政治、経済、文化の順に言われることもあるが、文化は何かに追従するものではない。独自性こそがイノチ。
Message from Director OGWA
A world where one can’t clearly express honest feelings such as likes and dislikes is wrong. In order to change the world, one needs to be independently self-aware and have a revolutionary spirit. What is it that cuts humans off from what seems to be their natural ability to seek a better life? Even if art can not provide us with this answer, it can be used to change people’s awareness and to explore questions. It is said that politics are the most important, followed by economics, and then finally by culture—but culture does not come second to anything. Life is about identity.

自由で孤独な自己表現の追究としてのアート。
しかし、「自分」とは何でしょう。
孤立した「個人」を不動の枠組みとし、そこに究極の価値があるとする見方は揺らいでいるのではないでしょうか。
「3.11」は、私たちの変化しつつある感じ方をはっきり気づかせてくれる出来事でもありました。
アーティスト、市民、子ども、サポーターが参加する新しいアートで、そうした「転換点」としての現在とそのコーナーの先にあるものを、皆さんと一緒に垣間見てみたい、それが私の芸術祭へ寄せる思いです。
Message from Director SATO
Art is a free and lonely pursuit of self expression. But what is the self? The view that ultimate value lies in the unwavering framework of the isolated "individual" has been shaken. March 11th was an event that brought our steadily changing ways of thinking sharply into focus. By participating in new art artists, citizens, children and supporters will together have the opportunity to look at the turning point that is the present, and catch a glimpse of what lies down the road. That is my hope for this art festival.

場の特性や今日の社会的な出来事について探究し、または、人と関わり合いながら活動を紡ぎだしていく作品やプロジェクトを楽しみにしています。
多くの人々がそれぞれの立場を生かしつつ当事者として関わることでつながりが生れ、化学反応が起こり、多様な活動が派生していくプラットフォームとしての芸術祭です。
「今ここで生きること」をじっくり考えるきっかけづくりを目指すとともに、閉幕後、人々の心に残った余韻が次なる未知のアクションを生み出すことを思い描いています。
Message from Director TAKEHISA
I am looking forward not only to the art works and projects that will explore regional characteristics and societal events, but also those that will be carried out through interactions with people. This art festival will be a place where many people from different standpoints can create bonds through their interactions, and thereby inspire a chemical reaction that will spur on a diversity of activities. Along with attempting to create an opportunity to think carefully about what it means to live in the here and now, I hope that even after the event ends, its reverberations will bring about even more as-yet unknown activity.

今回開催される水と土の芸術祭は、３月１１日以降人々の価値観が変容する過程において開催される芸術祭となります。
あの震災は紛れも無く私たちの価値観に揺さぶりをかけたはずです。
今までとは違う状況下において個人の価値観があらわになっているからこそ、できればそこに立ち止まるのではなく少しだけ自由になって、人が
人として生きる意味を芸術祭に関わった人とともに考え、そして表現していきたいと思います。
Message from Director TANJI
After experiencing March 11th, many people were forced to begin reconsidering their values—and it is within just such an environment of changing values that Water and Land—Niigata Art Festival 2012 will be held. The March 11th disaster unmistakably jolted our value systems, and laid bare our values as individuals. However, it is precisely because our value systems have been lain bare that we must not balk, but rather move forward, and along with all the other individuals who participate in this art festival, think about what it means to be human.

新潟の街の活力になるために、この芸術祭が大きなきっかけになることを望む。
新潟には様々な人々が独自の活動をし、今も地域には芸能の根も残っている。
そういう生きる活動が縦横に繋がっていきたい。
アートは感覚を育む。
都市になることで置き去りにされたものを見直し産み直す。
ここに生きる日常に新鮮な感覚の種子が蒔かれ、それが育っていく中で私たちの生命活動の賑わいを見いだしていきたい。
誰でもが気楽に参加出来る幅を持って、人々の活動の間に立ち、共に働き楽しみたいと思う。
Message from Director HORIKAWA
I hope that this art festival will bring new vitality to the city of Niigata. Within Niigata there are many people involved in independent activities, and even now the roots of traditional entertainment remain in the region. I hope that these lively activities will continue. Art nurtures one’s senses. Art looks back on what has been abandoned during the process of urbanization and brings it back to life. I would like to watch how infusing our daily lives with the seeds of new awareness can cause life to flourish and grow. Furthermore, by creating an environment in which everyone can casually participate, I would like to actively support the people’s endeavors and enjoying the event along with them.
