２つの大河から生まれた新潟市。水と土の暮らし文化を大切にし、次代に伝えたい。

新潟市は，食と花のまち，開港５港のひとつであるみなとまち。広域合併を経て政令指定都市となった新潟市には，さまざまな地域の個性が集まっている。この多様性を貫き，包含するテーマが「水と土」である。
新潟市は，日本一の水量と延長を持つ信濃川，日本最大級の水量と清流度を持つ阿賀野川によって生まれた。
この母なる２つの大河は，かつて出口を求めてさまよっていた。人は，その出口として，ある時は山をうがち，またある時は大地を削り，多くの放水路を造ってきた。世界に，これほどの数の放水路が存在する地域は他にないのではないだろうか。
また，司馬遼太郎氏が，著書「街道をゆく」の中で描き，かつて「芦沼」「地図にない湖」と呼ばれ た亀田郷には，低湿地が「湖」のように広がっていた。泥と格闘しながら行う厳しい農作業。一度大雨が降れば行き場を失って溢れる水。新潟市は今も市域の約４分の１がゼロメートル地帯である。
この地で先人は，多くの放水路を造り，かつて東洋一とうたわれた排水機場を築くなど，技術の粋を尽くして闘ってきた。そして今，数十もの排水機場が人工的に排水することによって，生活できる大地が存在している。
水と土との激しい闘いを経て，水と土と共に生きるまちを築いた新潟市。闘いの猛烈さ，それを乗り越えるための知恵は，日本一と言えるであろう。
これら先人の知恵と，大河が運んできた多様な土から生まれたのが，日本一の美田と美田が織り成す風景，食と花，そして，水と土との闘いで疲れた心を癒す神楽や祭りなどの伝統芸能である。
水と土に感謝し，先人たちに敬意を表し，ここから生まれた文化を大切にし，これら水と土の宝物のすべてを次の時代を担う子どもたちに伝えていきたい。そして，アートの力で新潟の素晴らしい水と土の文化を国内外に発信し，日本のどこにもない新潟の暮らし文化を広く世界に伝えていきたい。そういう思いから「水と土の芸術祭」を開催します。
Niigata City is one of 5 port towns which opened to the outside world after Japan’s long isolation during the Edo period. Niigata City gathered the many distinctive features of its local areas after it became one of the major cities in Japan through a merger. ”Water and Soil” is the comprehensive theme expressing this diversity. Niigata City is created from the Shinano river, the longest river having the largest quantity of water in Japan, and the Agano river, one of Japan’s most clear and large rivers.
Formerly, these two great fertile rivers wandered across Niigata, seeking an exit, but people drilled a tunnel through the mountain and made drainage canals in order to lead the rivers to an exit. Niigata has more drainage canals than perhaps any other region in Japan.
Also, there were lake-sized swamps in the Kamedago area of Niigata, once called the “uncharted lake” by the famous author Ryotaro Shiba. There were agricultural tasks with struggling with mud and overflowing water which did not have a place to run off to during heavy rain. One fourth of the land in Niigata City is still under sea level.
Niigata’s forbearers dug several discharge channels and built the drainage pump station that was once called “the best in the orient”. They dealt with the water by using advanced technology. People can now live on this land thanks to the dozens of drainage pumping stations that discharge water.
After a hard battle with water and soil, the people of Niigata City have finally created a place in which people live in harmony with the elements. It can be said that we are the wisest in all of Japan to have overcome such a challenge.
Born from the wisdom of our ancestors and the soil brought by the great rivers, are the interplay of the natural landscape, the most beautiful paddy fields in Japan, food and flowers, and traditional arts such as Shinto music, dance numbers and local festivals.
We want to thank the water and land, respect our foregoers, and place great importance on the culture born from this land. We want to pass these treasures of water and land down to the next generation, promote Niigata's amazing culture of water and soil through art and present the unique indigenous culture in Niigata to the world. By that thought, we hold the “Water and Land Art Festival”.
